Evaluation of the Smart Cities Listed in Smart City Index 2021 by Using Entropy Based Copras and Aras Methodology

Abstract Smart cities are included in the literature as a technology-based concept that has been on agenda recent years and whose framework is constantly changing with changes technology. There different frameworks indexes to define smartness of city. City Index 2021 published by Institute for Management Development (IMD) Singapore University Technology Design (SUTD) one accepted studies world. In report 2021, 118 evaluated five criteria namely health & safety, mobility, activities, opportunities (work school) governance. To re-evaluate compare results, Multi-Criteria Decision Making (MCDM) process including Entropy based Complex Proportional Assessment (COPRAS) Addivite Ratio (ARAS) methodology applied this paper. prioritize criteria, entropy weight method used. ranked both technologically structurally using COPRAS ARAS method. As result analyses, according these methods, rankings smart same. Also, when listed, it determined first three countries Zhuhai, Shenzhen, Nanjing, at same time, Abu Dhabi, Chongqing, Hangzhou terms structurally.
